Kosovo??? (YU8)

In het WAE reglement van de DARC (http://www.darc.de/uploads/media/dxawrule.pdf) kom ik op positie 71 in de landenlijst voor het award Kosovo tegen, prefix YU8.
Nu werkte ik vandaag YU8DX met PSK op 20m (inmiddels ook al QSL via eQSL.cc), maar die positioneert zichzelf in de stad Nis, in Servië. Ik heb even op de kaart gekeken en het betreft een lokatie op enkele tientallen kilometers ten noordoosten van de Kosovaarse noordoostelijke grens! Het lijkt dus zo te zijn dat die YU8 prefix niet zo hard aan Kosovo is gekoppeld...
Het levert uiteraard weer een WPX credit op, maar ik vraag me af hoe dat zit met WAE.
Iemand die hier het fijne van weet?

As you know Kosovo´s Independency 2008 has been confirmed by many countries.
WAE committee decided to give credit for awards after the majority of European

still refusing to accept Kosovo for what ever reason. Serbia however
started to give out YU8 prefixes for his own territory.

Unfortunately there is no way at the moment to clearly identify if an YU8
station is located in Kosovo or Serbia. A list of stations would outdate
very soon.

But using YU8 for awards is not a real problem because for all DARC awards
written confirmations are needed (QSL). A QSL must show the country
where the station was operated from.

YU8 is not the only problem. Same happens with KG4 that can be on Guantanamo
as well as in USA. E5 can be in North or in South Cook, VP6 can be Ducie
or Pitcairn and VP8 can be in various south atlantic territories.

Award rules cannot clarify all special situations and must stay universal.

As a hint you may use the fact that as far as I know there is no permanent
station in YU8, that means all YU8xyz are located in Serbia but all
YU8/homecall are situated in Kosovo.
